The mission of PLAN 2020 is "Every Child a Graduate-Every Graduate Prepared for College, Work, and Adulthood in the 21st Century.”
In Alabama, accountability will be based on the proposed Alabama State Board of Education PLAN 2020. The mission of PLAN 2020 is "Every Child a Graduate-Every Graduate Prepared for College, Work, and Adulthood in the 21st Century." The four components of PLAN 2020 are:
- Alabama's 2020 Learners
- Alabama's 2020 Support Systems
- Alabama's 2020 Professionals
- Alabama's 2020 Schools and School Systems
2013-2014Phase I Data Elements:
- Achievement – measured by annual measurable objectives for related assessments with respect to reading and math proficiency.
- Gap – measured by comparing the gap between all students' proficiency scores in reading and math versus subgroups' proficiency scores in reading and math. The subgroups are identified as any black, Hispanic, ELL, poverty, or SPED population with a member total of 20 or more, scoring below the all students' proficiency rate.
- Graduation Rate – measured by four year and five year cohort rates.
- Attendance – measured at any school without a grade twelve. The attendance rate is computed by taking the pupil days minus the absentee days divided by the pupil days. The goal is to maintain an attendance rate above 95%.

The Alabama Comprehensive Assessment Program (ACAP) assessment is administered to grades 2-8 in the spring.
ACAP, which stands for the Alabama Comprehensive Assessment Program, is an online assessment designed to provide students, parents, teachers, administrators, and Alabama residents with information regarding student progress toward mastery of the Alabama Course of Study Standards. Students in grades 2-8 take assessments covering English language arts and math. Students in grades 4, 6, and 8 are also tested in science. We have been providing instruction and opportunities in the classroom to familiarize students with the ACAP format and online tools. Below are resources to help parents understand what will be tested and there is a link to an online practice website that will show you examples of what the online test will look like. Students may also use the practice test to learn how to use the online testing tools so they may become proficient in the testing format.
- The assessment will be administered 100% online, with the exception of a documented need for paper assessments.
- Students will be assessed in math and English/language.
- Science will be assessed in grades 4, 6, and 8.
- The English/language arts assessment will include a writing component for students in grades 4-8.
- All test items are aligned to the Alabama Course of Study.
- The Grade 2 assessment will be used as a baseline for the third grade growth, not to measure achievement for accountability purposes.

ACCESS is an individual assessment given to all students in grades K through 12 who are English as a second language learners.
ACCESS is an individual assessment given to all students in grades K through 12 who are English as a second language learners to determine English language proficiency. The four domains assessed are listening, reading, writing, and speaking.

The Alabama Alternate ACCESS for ELLs is designed specifically for students identified as English language learners with significant cognitive disabilities.
The Alabama Alternate ACCESS for ELLs is designed specifically for students identified as English language learners with significant cognitive disabilities as determined by their IEP Team. It is available from grade-level clusters including grades 1-2, 3-5, 6-8 and 9-12. It is available in all four domains accessed with ACCESS for ELLs including listening, reading, writing, and speaking.

The primary purpose of the Alabama Alternate Assessment is to assess students' mastery of state extended content standards in reading, mathematics, and science.
The primary purpose of the Alabama Alternate Assessment is to assess students' mastery of state extended content standards in reading, mathematics, and science. The AAA is a criterion-referenced portfolio assessment administered to students with significant cognitive disabilities working on the Alabama Extended Standards.
The AAA is actually a process occurring throughout the school year. This process follows these steps: the teacher teaches and collects pieces of evidence reflective of the student's performance on a particular complexity level for each grade-level extended content standard throughout the school year. The teacher selects three pieces of evidence per extended content standard to send as the student's Body of Evidence. Evidence scored includes student worksheets/teacher tests, student work samples, annotated photographs, scripted audio/video, and written performance summaries. The compilation of the Body of Evidence completes the assessment process.
The pieces of evidence in the Body of Evidence are scored using the AAA Rubric: alignment to the Extended Content Standard; Complexity of the Extended Content Standard; Level of Assistance Used; Mastery of Content. Performance is reported on four levels with the goal of students scoring a Level III or Level IV, meeting or exceeding academic content standards.
